How to Teach Inquiry-Based Learning in Grades 1 to 3

Do your students ask a hundred questions a day, but freeze up the moment you ask them to research the answer to one? You are not alone.
Teaching young students how to ask a good question and then find, understand, and share the answer is a skill, and like any skill, it needs a clear process behind it.
This post walks you through a simple 5-step inquiry process you can use with any topic in Grades 1 to 3. By the end, you will have a repeatable framework you can use again and again, whether your students are researching animals, the weather, dinosaurs, or a subject you choose yourself.
What Is Inquiry-Based Learning?
Inquiry-based learning is students asking questions and finding answers by exploring and investigating topics that interest them.
Instead of you handing over the facts, students drive the process. They pose a question, dig for the answer, and share what they discovered. This shift, from receiving information to seeking it out, is what builds curious, capable learners.
What Are the 5 Steps of the Inquiry Process?
The inquiry process breaks down into five clear steps: pose a question, conduct research, interpret the information, share what was learned, and assess the process.
Each step builds on the one before it, so students always know what comes next. Let's look at each step in detail.

Step 1: Pose a Question
The first step is posing a question, and it is often the hardest part for young students.
Most Grade 1 to 3 students have not had much practice turning curiosity into a research question. Support this step by showing them sample questions first. Once they see a few examples, brainstorming their own question becomes much easier.
Aim for one question per student or one per pair, so every learner has ownership over their topic.
Step 2: Conduct Research
The second step is finding the answer through research. Students can look in books, magazines, and trusted websites.
National Geographic Kids is a great site for this age group. Students can search their question or topic and see what other kids have wondered about the same thing. It also works well as a starting point if a student is stuck on Step 1 and needs question ideas.

Step 3: Interpret the Information
Once students gather information, they need to pull out the facts that actually answer their question.
This is where a research template earns its keep. A simple graphic organizer with space for facts, drawings, and key words keeps young researchers focused instead of copying entire paragraphs word for word.
Step 4: Share Information
Students can share what they learned in several ways. They can write it as a question and answer page, build a poster, or present orally to the class.
Giving students a choice in how they present their learning is one of the simplest ways to differentiate this step without any extra planning on your part.

Step 5: Assess Learning
The final step is optional, but it is one of the most valuable. Students reflect on what they did well, what was tricky, and what they would do differently next time.
A short self-assessment, paired with a simple rubric for you, closes the loop and turns the whole project into a genuine learning experience rather than just a finished product on the wall.

Inquiry-based learning works because it puts students in charge of their own curiosity, which makes the learning stick.

How Do I Differentiate Inquiry-Based Learning?
You can differentiate inquiry-based learning through student choice, flexible grouping, and varied resources.
Student-initiated projects: Let students choose a question based on their own interests, then offer as much or as little support as each student needs to complete it.
Flexible groupings: Pair students by ability, by shared interest, or in mixed-ability groups, depending on what the topic and the students call for.
Varied resources: Offer a mix of books, articles, and websites so students with different reading levels and learning styles can all access the research.

What Topics Work Well for Inquiry-Based Learning?
Almost any topic works well for inquiry-based learning, but topics with plenty of kid-friendly resources tend to work best for Grades 1 to 3.
